Updating cover with hi-res version?

Sorry, I managed to find my answer using the search discussion function. So I've confirmed that I can replace it if it is the same cover but better quality, left a librarian note... but what if they are not exactly the same? Is this where you would create an alternate-cover edition as per this? For reference, the request I am working on is here and I've left the cover that isn't exactly the same - untouched.Thanks in advance for your help!
I've looked at both covers side by side and I don't see a difference (apart from quality). Now I want to know what the difference is :)

The change comment is at the bottom of the edit page.

I wouldn't bother removing the librarian notes.

I know we are not to delete or replace covers - does this apply even if we're just replacing a cover with a higher quality version of itself?
