Removing duplicates in a list

Does anyone know how exactly 'remove duplicates' works in lists?
Does it leave the edition with most votes in the particular list or the edition with most reviews on GR?

It leaves the edition with the most shelvings. Whether that means the most overall, or the most on a particular list, I'm not sure.
