A female cat burglar has tripped the alarm in a house she's broken into and she knows the cops will be arriving soon. So she puts on lingerie she finds in the house and covers her face in cold cream and when the cops show up she answers the door like that and acts like she lives there and accidentally set it off. They believe her and leave. I'm pretty sure this is from a Sidney Sheldon book, I just don't know which one.

The Transmuted Tree's suggestion of If Tomorrow Comes by Sidney Sheldon looks promising.
From Amazon's Preview: "...police arrived, they were greeted at the door by a woman wearing a filmy negligee. Her hair was tucked into a curler cap, and her face was thickly covered with cold cream." (p. 276)
