It's hard to say without seeing your context, but I think it would be better not to over-describe a very minor character. Maybe his listener could recognize the accent. e.g. "Caribbean accent...Jamaican?" or mention the accent to another character. This would show that the listener has travelled and has a good ear for accents. If the accent is just random and not furthering plot or character, it might be more confusing than helpful.
