Terribly sorry about my lack of memory or misremembering of details and plot at large. Read this book quite long ago, between 1998-2002 I believe.
Sort of a coming of age book, here is what I vaguely remember:
I think the MC (details of whom I cannot recall) is from our universe, and got transported to this dystopian magical world. A dark, perhaps semi-industrious universe. One of the supporting characters, possibly a love interest, has no arms and works in a library. She's a Punky girl. There is a CHANCE that maybe she has no legs instead. Some sort of major debilitating physical handicap. There are monsters and magical creatures but they have the personalities of normal humans.
