A girl in her first universe's job was to watch over a guy downstairs activity. She was stationed upstairs and had to put every detail he did into a computer. They rarely saw each other face to face but had an attraction. She gets sent to a new dimension and has a mother she doesn't know but does? There are people there that were in her other world but aren't the same. Like her mother knew her in the other world but she doesn't really remember. The guy from her other world comes to find her because they were in love but he can't stay because he doesn't have a clone in that world she's in...

When did you read this Victoria? What format--ebook, dead tree--and if dead tree, paperback, hardback, graphic novel etc--or audio? Do you have any memories of the cover? Why was she moved from world to world? what made it dystopian and not just sci-fi?

Paper back. She was moved between the two worlds because in the first one she had a forbidden love with someone so they moved her to the next. (She was not aware she was being moved.) in the new world the clone of her had just died from a car crash so it was the perfect time to insert her in that clones place. And I figure it was slightly dystopian because of the first world, they all had jobs chosen for them due to their birth rank, eating times and everything was basically controlled.

As I Wake by Elizabeth Scott seems to match your description.
A Goodreads reviewer says, "Ava suffers from complete memory loss... sent home with a woman claiming to be her mother. Ava does her best to fit into her old life, but when her memories start coming back... she remembers living in a tightly controlled society, working for the State Antiterrorism Taskforce as a listener, spying on those who represent a potential threat to the government. The world she remembers is one where your every move is monitored, your every word is recorded, and you can get publicly executed for doing something as simple as falling in love, unless, of course, it’s government-approved... Then a boy shows up, and Ava starts remembering other parts of her previous life: a forbidden love, the constant danger and running from her past."

      Great, glad we could help!
It look a couple of attempts using different keywords, but I got lucky with a Google search - something like:
site:www.goodreads.com "young adult" dystopian "romance" "forbidden love" monitor controlled parallel worlds
