What is a "rape shield law"? Who does it protect, and why?

Two words as to the whys of the situation: VICTIMS' RIGHTS.BONUS QUESTION: Can anyone name a major case that fuelled the fires of outrage leading to the Rape Shield Laws?
Inez Garcia Case: I am not sure if it fueled the Rape Shield Laws directly but it was a big case in the 1970's and "woman's right to use deadly force against sexual assault".
That is about twenty years before rape victims were considered to have any rights, so...BZZT! Keep trying!

It was THE big rape case of the late 1980s. People have avidly followed the life progress of the rapist ever since. Because he's kind of cute, if you can ever call a murdering rapist cute.
VERY close in time. And looks. And personality. But Kelly's victims are all still alive. Hint hint.
