Here's a list of some of the authors I searched through (not exhaustively, I was using the key phrase 'robot world'), which turned up quite a few but none of them were the right one.
But maybe the list will jog someone's memory:
Brian Aldiss, Poul Anderson, Isaac Asimov, Alfred Bester,
James Blish, Ray Bradbury, Frederic Brown, Algis Budrys, Hal Clement, Edmond Cooper, L. Sprague de Camp, Lester del Rey, Philip K. Dick, Gordon Dickson, Philip Jose Farmer, James E. Gunn, Robert A. Heinlein, Frank Herbert, Damon Knight, Cyril M. Kornbluth, Keith Laumer, Fritz Leiber, Frederik Pohl, Eric Frank Russell, Robert Sheckley, Robert Silverberg, Clifford D. Simak, Theodore Sturgeon, Jack Vance, A. E. Van Vogt, Jack Williamson.

Rivets and Sprockets I haven't read this, it was just on ebay when I was searching their sci-fi kids books. I remembered this thread, so thought I'd suggest it.

He slowly he starts exploring the planet and notices cities/continents with extremely powerful weapons.
Conclusion: after a cataclysmic war the inhabitants wiped themselves out leaving the robots/androids alone on the planet. Because the planet/solar system is enveloped in a nebula they didn't know there was anything else in the universe because they couldn't see anything beyond the gas and dust. They had no need to explore space and poured all their resources in weapons and war. Obviously the concept of Mutual Assured Destruction was not known to them.
On the cover were two robots/androids in a zombie like pose with their arms out as if they were reaching for something. The background was possibly brown or dark green.
This is my first post sorry if I made any mistakes.
