No, but he was "investigating" the murders/fire at the Magdalene House. That was the motivation for his killing.

He was awful. Those women were good enough for him to avail himself of their services (and mistreat them) but not good enough to merit justice, which was completely in his realm.

Yes. He wasn't too interested in the case after all. And the killer took a big risk in killing him where he did.
