I don't remember where the novel takes place. All I remember is the two daughters are quite different. Our leading man is someone who's looked down upon because he grew up poor and made his fortune.

I don't know why the couple has to get married but I remember at their wedding the twins switch places (not sure if this was instigated by them both) but the hero is one of the few people who can tell them apart and obviously gets upset about it.

The twin he marries and the one he wants is the more "classy" of the two.

I love Twin of Ice and Twin of Fire. What you are looking for sounds a lot like it.
Houston is the "proper" twin and Blair is the "troublemaker" twin.
Kane grew up poor and worked every day of his life to amass more and more money so he could rub it in the nose of those who looked down on him. Part of his plan involves having a "proper lady" for a wife so he relentlessly pursues Houston.
At the twins double wedding Blair purposely switches places with Houston to try and "sacrifice" herself because she doesn't realize Houston loves Kane. Kane can tell them apart and gets maaaaad.
