SOLVED. Childrens/Picture Book with Alligators as Stars [s]

This is a book that was in my Elementry school in the mid to late 70s, early 80s. It features alligators, whom if I recall correctly live in the sewers under the city. I remember images of the alligators and steam coming out of a manhole.

Nope. Not that. I know it was a hardcover, less than 100 pages. I think they were living their lives as "humans." I know it is very little, but I thought I would try.
