Yes, it's purely based on the first letter of the title (you can skip 'a' or 'the' if you need to) ☺

We can only start the second board if we complete 100 tiles? What if we lack only Zs or Qs, for example, we can't submit reviews anymore unless we complete all of them? Sorry I don't know how to properly word this...

You can only start a second board once you finish the first board, so yes, you'd have to find books for z and q, which you'll probably want to do anyway as they score the most points. There are 100 tiles to use though, so hopefully you won't run out #9786;
