SOLVED. Young reader or teen about a ghost cat. [s]

I read this in the mid to late 90's from the library.
It was mostly a realistic fiction, but this girl keeps seeing the ghost of her dead cat, and in one instance when her brother or brother's friend is drunk and tries to harm her, he ends up with scratches across his chest, like from a cat.




*spoilers*
I remember that at the very end, she goes to adopt a new cat, and there is a little white blind/deaf cat, and she knows it's her cat come back to her.
