Could it be Celeste by V.C Andrews. It fits your description. Only difference is that the twin boy's name was Noble not Caleb.

This is the information she gave me.
She read the first book when she was about 10 (she's now 21) and she said that it might be part of trilogy but she isn't sure.
"I read this series about this girl named Celeste and her twin brother Caleb drowned and she got pregnant but her mother was crazy and forced her to bind and chopped her hair off and pretended she was her brother and dyed the baby's hair blonde and named her Celeste"
