There's an underwater community living in pod-like dwellings at the bottom of the ocean. The main character is a young girl and at one point she's working at a personalized desk/station and talking to the computer, which really smart and can have conversations. Somewhere in the story, there's an issue with the technology that allows the people to live underwater or there's a sound that the officials are recording and they can't figure out what it is. The girl realizes the sound is from a group of whales and they're drawn to the dwellings, something to do with the technology and the frequency of sound it emits. She goes out of the dwellings in some type of suit and then there's a scene with cables that attach the dwellings to the ground...
I'm not sure if these points are even the main ones of the story, but they stick out the most. I read this book in the early 2000s, but I don't think it was new then.
