help! find shifter book (Found!!)

It's a werewolf book, might be a series. There are two sisters one is a supposed human the other a wolf. The wolf family is visiting another pack to see if wolf sisters mate us there. The human sister and the supposed wolf sisters mate feel something between each other but don't say anything for a long time. It's supposed to be wrong to mate with a human. Human sister ends up working at an animal shelter..she is very attached to an dog there that I think might be mean or old and doesn't like anybody. I think guys come to the shelter and try to kidnap her?? But her wolf interest shows up and goes crazy because she is being hurt / threatened. I believe the wolf guy is beta maybe?? And his brothers mate used to be human? There is also a pack that comes and starts a war I think and the human girl has to take care of a baby and some jealous she wolf tries to hurt her??
