based on The Legend of Korra, but you don't need to watch the whole series to play this, because I haven't seen it either, oops.

With bender and non-bender disputes arising, the atmosphere in Republic City is tense. People are becoming increasingly radical in their beliefs, family turning against family. Due to this, a secret underground bending community has sprung up, based on teaching others how to bend, and improving your own bending skills. Members of this bending community, named the Descendants, can be from families who do not support bending, do support bending, from well known families known for a non-bending stance, or families who cannot afford bending training at a proper school.

Muse A is an earthbender. She comes from a middle class family who are neutral on the subject of bending. By day, she works as a florist.

I honestly have no plans for Muse B. You can make them a bender or a non-bender, a sympathiser, member of the Descendants community, or a member of the Equalist movement, whichever one you prefer!

Muse A is unwittingly dragged into the Descendants when someone finds out that she is a bender. She was content with knowing only the basics for eathbending, just to enhance her florist skills, but with a tempting opportunity to bond with people like her, hiding their skills from the rest of the world, she jumps at the chance to join them.

I'd like to play Muse A for this plot, since that was who I played when I first did this plot with someone else. The gender and backstory of Muse B is up to you.
