Omg Kris - that's the one! Thanks so much. I think I bought this book at a book fair in my elementary school, and I wanted to re-read it now for nostalgia. Thanks to you, I now can!
A kid is with his family on a visit to a beach vacation house. After they arrive, the kid takes a long bike ride, and ends up crashing into a ditch or pond or cesspool off the side of the road. He is covered in some kind of toxic waste, and at some Point after he gets back to the house, he realizes that he can read other peoples minds. Then, at some point later, he realizes that his grandma, who is also there at the beach house, can also read minds.
There is one scene where his grandma claims to be a lip reader, and watches people on the beach and their conversations, via binoculars from the window.
