I would have read this after 2010 for sure, so a fairly recent book. The audience would've been targeted toward the young adult or middle grade audience. While trying to remember the book, I've felt it is similar to the Eragon, How to Train Your Dragon, and Shadow and Bone.
The middle section of the book is mainly the only part I remember, the character is in a place in the mountains grouped with other people. They are to train and learn to ride dragons for some reason(I believe this was for some kind of fight or war). To train to ride a dragon, they are to pick a dragon and so they go an arena to watch and analyze who might be the best pick and then they fight over the best pick(dragon). Our character here is the captain of his team and thus need to have the best pick but surprisingly he picked a weak dragon. This weak dragon was going to beaten up in a showcase for the other dragons because of his size but because of some connection made between him and our character, our character saved and rode him.
Another part in this book I remember was that our character had to crossed an area riding the dragon that they picked, he/she was having a hard time crossing but somehow he crossed it.
The reason I think this book had two characters was that there might've been another character that was portraying the book from the other side of the fight/war.
