In Vietnam we got withdrawn paperbacks and each was torn into two or three pieces. There was never a cover. Sometimes you would read the 3rd piece, and maybe some day you'd get part two or one, maybe not. We would sometimes try to make up the missing parts and argue about them.So, it was published before 1968.
Science fiction. Reminded me of Heinlein's "Sixth Column" or A E VanVought's "Not This August" in that there is a great scientific discovery that nobody but the Military scientists know about.

There was an episode of "The Outer Limits" with this general idea. It was called "The Architects of Fear", but there doesn't seem to have been a novelization.

I think they had technology to make nuclear missiles in Russia fail to work.
