SOLVED. Urban Fantasy, Toronto, Angels, MC has down syndrome [s]

I read this book in high school so about 10 years ago. I believe the book was not new when I read it so it may have been published in the 90s.
It was an urban fantasy novel set in Toronto. It's an adult book, and the copy I had was a mass market paperback. The central character was a young woman with down syndrome. The other main characters were a busker and an older Chinese lady. They all meet an angel. If I recall correctly there was a bit of unrequited romance with the busker being in love with the angel. I think at the end of the book, the girl with down syndrome ascends to become an angel herself. But really I remember more about the characters than the plot.

I thought it was called "City of Light" or something similar, but Google isn't helping with that.
