SOLVED. Book about two kids who can turn into animals - not animorphs [s]

I read this book when I was kid. It was a book I borrowed from the library (which is rare in and of itself which is why I remember it.)
I don't remember much of the plot, only it was about two kids (probably 13 at the oldest) one male and one female, who could turn into animals. I think they were on the run at one point. I think it was told through the female characters point of view.

I distinctly remember two scenes. One where the narrator is rat crawling through the sewers.
A second where they both turn into polar bears, make a hut under the snow and sleep there together. I remember not long after that the male character leaves and the girl is alone. She makes a smaller hut for herself and wakes up sad because its warmer with the two of them.
That's literally all I remember. If anyone know I will love you forever, thank you!

that's most likely it! it's set and originally published in ireland, and that's where I'm from so it makes perfect sense. The first half of the plot is what I remember but the ending doesn't.
