Maybe Solstice by P.J. Hoover? I don't know if she has a microchip but the world is extremely hot.

And if that's not it, here's some questions. If the sun is dangerous do they live under a dome? Underground? Underwater? Are people tracking her because of the microchip? Is it a dystopian romance?
