Books can be a safe space to explore - when I was a teenager I read a number of books featuring lesbian characters and women that defied gender roles. I think that felt safe to me .. removed enough from my own experience to not force me to confront too much but at the same time revolving around themes I could highly relate to as I struggled with my own gender transgressions.

I feel what you mean. I've had a close relationship with a bisexual man and I saw how it was hard for him to accept his sexual orientation. You're not alone.
It was very hard for me too, you know, to see the person that I loved, struggled so much and couldn't accept my love. Now, he's discovered his sexual orientation and has a girlfriend and a boyfriend. His lovers know about his bisexuality and accept it. I remain as just his friend though ;)
So, my point is, think about it and struggle, but at the same time let yourself experience the love and passion from both genders. Books can help you a lot and I also suggest you to have some virtual friends if you're not ready with real life experiences.

Off the top of my head, there's the Branion trilogy starting with The Stone Prince, the Nighrunner series starting with Luck in the Shadows by Lynn Flewelling, the Riverside series starting with Swordspoint by Ellen Kushner, and (of course) the Last Herald-Mage series starting with Magic's Pawn by Mercedes Lackey.

I would welcome recommendations of high-quality stories with believable bi characters, particularly women.

I'm bisexual male with a love for epic fantasy, bisexual romances, and fetish erotica. Publicly, I struggled with my sexuality for a very long time (and still do, to some extent), but I found I was always safe between the pages of a book.
I love queer characters, but not at the expense of a great story and quality writing. Fortunately, we seem to be be getting a lot more really good books with queer characters lately.
