Are publisher catalogs with ISBN's books or should they be NABbed?

Are catalogs of items for sale (e.g., farm produce, artistic services) with ISBN's books or should they be NABbed?

Both are usually not books. However, exceptions apply (e.g.: old Sears Catalog republished for historical/nostalgia reasons; catalog which also includes significant content like articles and stories).
