I'm looking for a book I read as a child that my grandmother gave me to read. This would have been in the late 70's, early 80's. The plot consists of a man who holds a building for ransom by having placed explosives in it during its construction. The ransom is to be paid by the "fixing" of a horse race. I believe the word tower appears in the title and the setting is New York City.
