Dark(ish) fantasy book title help (to do with an heir that gets struck down by a 'disease' which is actually the resurgence of powers that used to be used by god-like beings in the world but is currently a decaying and pain additive condition) [s]

Dear forum,
I can't see a thread for this book anywhere and can't for the life of me remember what it was called!
Its a fantasy book in which the world used to have god-like individuals that could accomplish wonders. These individuals left and the world became afraid of such powers. Now, an heir (or noble-type character) gets struck down by a 'disease' which is actually the resurgence of powers that used to be used by the god-like beings. He is sent to a part of the city to rot away. The disease makes every injury he has leave residual pain, which doesn't dissipate. The others that have this disease have been driven mad by the pain. Eventually he leads them to live again and forms an uprising of these diseased individuals. I remember that they actually transform into these god-like beings in the end.
The other thread of the plot is to do with his betrothed, who arrives at the city shortly after he is removed to the quarantined part of the city.
That is all I can remember, I think its a relatively new book but wanted to recommend it to a friend and, as I read far too many books, I sometimes can't remember all the names!
