I read this book or short story sometime between 1995-2008. Don't remember if it was old or new. It was probably at a middle grade or high school reading level. I think it is set near the ocean. I think the main character was a girl. She might start hearing voices - but the biggest thing I remember is a spoiler, and it's that her grandmother was psychic and was stealing social security numbers by making up a lie about someone stealing social security numbers, then listening in for when that person thought about their number right after hearing the story.

That's sort of the plot of Others See Us by William Sleator, but the main character is a boy.
