I sadly don't remember much on the actual story itself, but I do remember the cover a little. There was a girl on the cover I believe. The cover I want to say was almost a purple color. But I could be wrong on that, sadly. I'm not sure why Barnes and Noble never re-stocked the book though. Especially with there being one only one left.
Sadly, none of those are it. It was about a Faerie or an elf, not a mermaid. Thanks for looking so far though guys. :)
Maybe, Wish in the Woods
? A little more description:
...Bracken and Fraser’s novel gets a boost of emotional and visual depth from Sawyer’s lush full-color illustrations......the artwork gives the story a strong sense of atmosphere, in both the human and faerie realms.
If not this, do you remember if the illustrations inside were colorful, black and white, cartoony, etc?

Yeah I was going to say that too! :) it's a really good book, one of my favourites
The Kingdom of Little Wounds? Has an amazing cover and very pretty illustrations inside, though I don't think the interior ones are in color. It's marketed as YA although many reviewers have expressed the opinion that it's a bit mature, so check it over carefully if you're thinking of giving it to a kid.It might be part of the Abarat series by Clive Barker; the first one came out quite a while ago but I think there's a new one out.
Hmm. Or wbat about Laini Taylor's illustrated YA books? They were published before 2013, though:

Sadly none of those are it. :( Thank you all for trying to help though nonetheless. And the illustrations were in black and white I believe.
