It says the river is the Yangtze River.

The protagonist was a young girl, and I can't remember what her dad did, but on one of hos trips to China (I believe he said the Yellow River but I'm not sure) He had picked up a peculiar stone and given it to her. He also mentioned a legend about dragons being able to disguise their eggs as stones which is why he brought it for her, though I don't think he actually believed it himself. She is very intrigued by this and keeps it on the dresser beside her bed.
That night there was a thunderstorm, and the stone had fallen off, and though the thunder was loud, the girl thinks something else had woken her up, and she realizes the stone had cracked and broken into pieces. She was heartbroken until she realized it seemed hollow and wet inside, and she sees a little green snake under her dresser. In the morning she wakes up and believes it was a dream until she sees the snake again, only she realizes it is a dragon and it starts talking to her. He explains that he heard his parents voices when he was still in the egg in the river, and also heard her and her father. She ends up feeding him and keeping him a secret from her parents, and at one point she took him to school and a kid who bullies her saw him thinking he was a snake (I think the kid was picking on her and the dragon was defending her by scaring him). But he starts growing very large to the point where he had stretched out from the living room when her parents were out into the hallway. Though he had somehow learned how to use magic in order to shapeshift, and becomes a dog where the girl says she was looking after him for a friend.
She finds this mysterious looking colourful orb under her dresser, but because it was dirty she takes it to the kitchen sink to clean it. Then she discovers her house starts to flood (I can't remember how exactly they stopped it) and the dragon explains that it is a magical orb that every dragon has a unique one or something, and depending on what it is placed in it cam multiply things.
Eventually the dragon learns how to shapeshift into a boy around her age, and starts doing that instead of being a dog. The girl tells her parents the friend took the dog back, and I think she somehow convinced them to let him stay with them, but I can't remember if she said his parents were away or he had nowhere to go. He starts going to school with her as a boy now, I'm pretty sure he went to classes but I can't remember how they set that up. Eventually the same bully confronts him in the schoolyard, and he ends up revealing his dragon form to the bully, though nobody believed him when he tries telling other people. Then something happens where the dragon has to return home (I'm pretty sure he told her in the beginning he had to return home by a certain time, so it is some sort of ritual or something) and the girl is sad, but he offers to take her with him for a while. They end up returning to the river where he was born, and deep at the bottom was where the palace was where his home is. She meets his parents, but I believe everyone in there takes human form and already knows of her arrival, whether or not the dragon had gone there beforehand and explained the situation or they just knew due to magic I can't remember. But his parents thank her for taking care of him, and she stays for a bit while there was entertainment going on. After the 'homecoming party' I guess, the girl and the dragon have a heartfelt goodbye, and I believe he gives her the magical orb as a parting gift, either that or the mom gives her something I can't really remember.
Anyway I hope that is enough information, I remember really liking that book and I would love to read it again.
