chapter 13 (view spoiler)[ okay, so 60% of babies survive the surgery, that still mean s that 40% don't, and if every other baby born has the defect, that is a heck of a lot of surgeries to perform. do they have the staff and resources to perform that number of opperations? What is the childs quality of life like after the surgeries? Is their life span reduced? are they able to exercise or will their heart and lung problems always hold them back?

In the individual case it is obviously very sad, and people may not want to abort, especially at such a late stage in the pregnancy, but you can see where the leaders are coming from. If they don't have the resources to perform the surgeries, and the childs qulity of life might still be affected, you can see why they'd choose the action they have. (hide spoiler)]
