YA fantasy set in regency England - witchcraft "A Breath of Frost" by Alyxandra Harvey

I read two books last year or earlier this year. Oddly I can't remember character names so I know that is no help. The main characters are 3 girl cousins that discover they have magic powers. One can control weather, one can talk to ghosts, the other girl I can't remember. Their mothers are sisters and one of the mothers has gone crazy, while the other mother is more into the social standings, and the third mother is still doing her witchcraft. Don't read more if you don't want spoilers. I wanted to read the 3rd book and I can't remember the name of the author or books. Any help would be good.

the first book focuses on the cousin who can control the weather and she ends up with deer antlers that she has to use her magic to disguise from the regular people. Then it focuses on her falling in love with the male protagonist who is kind of a keeper of witches - they help keep demons at bay or fight demons. Then she finds her dad was forced into the shadow world and tries to reunite him with her mother who went crazy and the mother turns into a deer and runs away in the forest.
