English language, adult American fiction, read between 1996 and 2001, and I believe written in the same time period. The M/C is a young, idealistic politician, conservative/libertarian. He's approached by a western (Montana/Wyoming) billionaire (self-made, possibly in oil) who wants to give something back by financing someone he believes in the presidential campaign. They successfully run for President. Don't remember many of the details after that. I think the title was something like "Man of the people" or "Man of the House". All help appreciated. Thanks.
