This book may be too old, since it was published in 1964, but the plot sort of fits: Time of the Great Freeze It's by Robert Silverberg.

How about The Long Winter? I've read it in the UK as "The World in Winter".

Winter of Magic's Return perhaps? This is set in the future after a world war (I think) and the setting in of an ice age. Set in England.
