Heroine moves to new small town, where is meets the hero. The hero is he town outcast, he doesn't speak and is hairy. The heroins dog runs into the hero back yard, the heroine thinks the hero is deaf so she use sin language, which in turn he use back. But he can speak he just not use to human contact. One day the hero lets the heroine cut his hair and she trys to kiss him, but he tells her to leave. That has far as I got in the book.

Is it The Raging Quiet by Sherryl Jordan? The heroine moves to a new village with her husband who then dies in an accident, she meets the town outcast boy who is actually deaf and they develop sign language, she is accused of being a witch, book ends with romance.
