SOLVED YA - Girl keeps hearing about her heroic deceased aunt [s]

Read in 1992 or so, not sure about the publication date. The main character is Mary, who has a problem with eavesdropping on the phone. All her life, she's heard about her aunt, who died tragically as a tween/teen in an apartment building fire while trying to save someone. Turns out, the aunt was responsible for the fire (but I can't remember if it was deliberate).

I think the cover had a girl on it, and possibly flames at the bottom.
Random remembered detail - either Mary or the aunt rolled up strips of magazine pages to make necklaces.
