SOLVED. YA Fiction Dystopian/Post-Apocalyptic book where the seas are rising [s]

I picked up this book in the children/YA new book section of my library around 2002 but thats slightly hazy, so assuming publishing date between 2001-2004. The cover was grey, had a moonlight night and a rowboat (possibly a tower/ruins as well?)

I didn't finish it, what I read was a story in a seemingly post-apocalyptic world and their manner of speech/location details kind of implied England. The oceans were rising and there were few people left, all of whom were starving and in-fighting quite a lot. They were dependent on rowboats to go between land remaining above water, but could not go far. The main characters either had or helped to find a small boat with an outboard motor which they could use to try to find the mainland - conflict came from the leaders of the group who wished to flee alone, plus the protagonist, and leave their friends behind to die. That was as far as I read; I put it down and its bugged me ever since.
