Y is considered a consonant in words like yoke, youth, yearning, yes, yarn, yogurt, yellow. Phonetics on the web gives this rule, "The letter y is a consonant when it is the first letter of a syllable that has more than one letter."
Thank you, Theresa.We will be using the following for the sometimes y rule: Y will be considered a consonant if it is the first letter of a syllable containing more than one letter, otherwise it will be considered a vowel.
Neither 'crystal' nor 'story' will work according to this definition.
