What is your interpretation of a ‘coming-of-age’ tale? Does The Town That Drowned match your interpretation, or does it differ?

I didn't even consider this a coming of age tale. I saw it more from the historical perspective and from that of an autistic child. But yes, I does work as a coming of age. Ruby certainly had a tough time and it wasn't made easier by having a brother who is rather different.
Does anyone else have some thoughts on this topic? Or would you like to respond to Heather's interpretation?
