Sifi fantasy, futuristic HELP can't remember the name!! [s]

I read this book at least 7 years ago and can't remember the name I'm pretty sure it was the first in a series, it was set in the future really high tech you could be whatever you wanted live under the sea lots of body modification, but something happens and technology fails lots of people die and the rest have to learn how to live medieval, thats most of what I can remember please help...
