SOLVED. scifi/romance alien planet female dominated and something about green mists [s]

I remember this Sci Fi romance I read about 8-10 years ago maybe, that was about a planet where men and women are kept separate from each other. women are in charge of the political world, while men are relegated to the military. The main female character has just become the leader and she's forced to partner with the leader of the military. then there's something about female priestesses going down into caverns with pools of green mist? and there's another group of people (from the same planet?) who are much more technologically advanced and they all have green eyes, and that's important for some reason. They are looking for the green pools. it was not necessarily very romantic. I think the title may have had the word fire in it, and it may have been published by tor, but that might not be correct. help!
