ABANDONED. Before City of Ember, There was...a book read to me in 1979

I am looking for a book that my third grade teacher read to me back in 1979. The story was somewhat similar to City of Ember, in that it was centered around a people group living in a dying city that really didn't realize there was a greater existence on the outside. But this city had a dome over the top. They also had moving sidewalks. The city was breaking down and smog was filling the air and the moving sidewalks were stopping. But everyone was afraid and no one knew how to get to the outside. But also like City of Ember, there were children who are the heroes to find a way out.

I would appreciate any help you could give me in finding this old treasure.

Beyond the Dome by Alan Meacock looks like it could fit, but I can't find many details about it.
