Confused!!

I read the blurb, then started the book....about a third of the way in & so far so good.
But it seems to of diverted to be a story about gangster types, a savage beating of a mobster (?) Boss & the start of a hunt for the guy who did the beating.
There is a figure who popped up at the start at a crash site who it handing out more pain & damage but promising that the person won't die.....
Is this the same book? Am I just reading the build up to the main story & all will be revealed soon?...
Mr. Blackmore writes very well & I have just finished his Mountain Man series so I am hoping for more good reads, but I will confess I am a bit confused as to where the Missing Boatman is going......
Should I keep going?.....??
