SOLVED. Fantasy, romance?, werewolves [s]

I think it's a romance anyway. I might spoil something, I don't remember it well.

I read this book so long ago... all I know is it was before 2000 and after 1990.

The story was about a girl who is a werewolf. I know she's looked down on, and at some point she is locked in a small prison. She's a beautiful silver wolf when she changes.

The other main character is a guy who runs a pack and lives in a castle. He's seen her before as a wolf, but doesn't know who she is as a person and is determined to find her and make her his mate.

All I really remember other than that is that it was set in a proper medieval setting (peasants had mud roads), and that he was suuuuuper angry when he found out she was imprisoned. :S

That actually sounds like The Silver Wolf by Alice Borchardt. IIRC, it takes place in Roman Britain.
