When creating a character all you need to do is create your own thread underneath the Character folder. But if your character is incomplete you can work on it in the character workshop. The mods will not accept a character that is incomplete, and yes if a Mod feels like you need to add more to your character than you must change it. If you have a problem with his or her decision message one of the other mods and you can discuss it with them. Have fun Creating!!! :)
