The question to think about is:
In this book's story, titles are powerful things.
Penelope resents being termed a 'Static'. (view spoiler)[William tells Pen his name is 'Carter'. When she discover he lied, she is furious, and says that she doesn't know him. (hide spoiler)] Penelope's dream is to be an 'Enforcer'.
What makes titles like these so powerful? Is it the privileges that come with them - trust, power, anonymity, etc? Or is it because of the effect they have on the person they're assigned to - self esteem, a change in one's image, etc?
