SOLVED. Young man sailing/ helping sail a boat finds a straw doll and ties it to the bow for good luck [s]

I believe I read this around 2000. Don't remember much except the boy finds the doll (a city tosses two into the sea for a good fishing year or something) and ties it to the boat for good luck. They sail past an orchard or something and he sees bits of the second doll (it was made of fruit) an he remembers he has a wax figurine of it in his coat. He ties that to the bow as well.

And then there was something about a storm and he believes he saw both figurines helping keep the boat from capsizing.
