And I just remembered that there was a creepy man looking for the book and possibly a mayor. I don't know what else they did though.

When did you read this? Do you remember anything about the cover? Where did you get the book--library, book store, grocers? Was it YA, NA, Adult or children's chapter? If children's chapter, about what age do you think it was meant for--8-10, 10-12 or some other combination of ages?

It start out with a girl working at a restaurant near a beach. She sees a boy sitting at the table who wears glasses, and goes to a woman at the counter to talk to her about him because their close friends (This woman may have married her dad at one point and then divorced, but I am unsure.).
At this point of the story my mind goes blank, and I am not sure how she gets the book/journal or how she and the boy become friends, but later in the book when she gets her hands on the special book/journal which belongs to the pirate, she wakes in the middle of the night to find the ocean had receded from the beach, and a strange pirate ship in the middle of the bay. Her and her new friend go to investigate later that night, and hear something like a scuffle, then a black object fly over the rail of the ship and land some distance away, then the sound of a gun being shot. A little while after she goes to look for the object, but it's disappeared.
Sooner or later they realize someone is after the book/journal she has, so she disguises it as one of her many other books. All of her books are brown paper bound, and later that day she comes back to find that her books have been looked through but the journal/book was not found by the intruder.
The ending to me is still fuzzy. She and her friend go back to the big pirate ship and climb aboard. They do something while they're there, and then come to the deck of the ship to see a ship hand or traveler or maybe another pirate throw a book overboard. She then sees another pirate (the captain maybe) pointing a pistol at the person who threw the book overboard and she screams. The man turns around and is shot by the pirate.
I don't know what happens after this, but she ends up having a quick conversation with the shot man, where he says it was because of her he turned around and saw who shot him. Then the water returns back to the beach.
This is all I can really remember of the plot. I think the girls name may have started with V. It was probably a YA novel. Thanks in advance for any help I get finding this book!
