i haven't read this book, but it was recommended to me a while ago and i thought i put it on my to-read list and apparently i didn't.

there's this fantasy world with wizards in it (view spoiler)[I believe it is eventually revealed that the "wizards" are using technology (hide spoiler)], and also certain people who are allowed to ask questions, all sorts of questions, and then people are also allowed to ask them questions back... and the main character is one of those people.

The Steerswoman is what you want. Also collected with the first sequel in The Steerswoman's Road. There is more than one sequel.
