Separate but really equal?

What if separate but equal was real? Blacks and whites were segregated but their schools, incomes and lifestyles were 100% equal. How would that affect civil rights movement? Would it even exist in that setting?

Read William Hayashi's two books, "Discovery" and "Conception." Conception is more on point with regard to what you are requesting and is a "prequel" to Discovery. Both novels are very compelling and are Alternate History both near current and recent past.
